November 19, 2008. In the city of Heiligenstadt in Thuringia’s Eichsfeld region, some 50 students of the Georg-Lingemann-Gymnasium heard about and discussed the U.S. election with Leipzig’s Consul for Public Affairs James Seward. Stressing the smooth election and the transition from one administration to another already in full swing, Consul Seward explained to the students how the U.S. Constitution not only sets out the legal and institutional framework for the government of the United States, but provides for the peaceful and predictable transfer of executive power every four or eight years.
